try locking and unlocking all doors several times. and observe if all doors are responding. If all doors are locking and unlock the gas tank should also unlock. If not most likely the actuator or solenoid is bad. at 2009 this should be a warranty issue so let VW pay for it before you try it.

There’s nothing that can quite make your heart drop to your stomach like a car that won’t turn over when you really have someplace to be. Especially when you have no idea what the issue is. If you’re wondering why your Volkswagen engine isn’t starting, it’s very likely not something as obvious as a dead battery.
The voltage of the battery on your VW Tiguan can be measured precisely with a multimeter. Before the test, the multimeter is set to the voltage range of the battery and connected to its plus and minus poles. Successful testing of the car battery, i.e. checking the voltage, usually results in values of approx. 12 to 13 volts.
The fuel filter of your Tiguan does not wear out like a mechanical part, but it gets clogged by dirt and airborne particles and clogs over time. The permeability of the filter drops, and so does the fuel pressure.
There are of course are a number of reasons why your beloved Volkswagen might be refusing to start.
If the engine still doesn't seem like it wants to start, probably fuel is getting into the cylinders and your problems lie somewhere else. However, if the engine runs momentarily and dies, then the problem is that fuel is not getting to the cylinders. Check for a clogged fuel filter, or a bad fuel pressure regulator.
