Our loop can have signal levels much higher than that... somewhere around 3.7Vrms (vintage mode, volume set to 10) and 4.3Vrms (orange glow mode, volume set to 10) depending on how hard you are pushing the amp. TC Electronics' G-Major = +24 dBu (12.3Vrms) Lexicon MX200 = +20dBu (7.74Vrms)
I wholeheartedly endorse the 3rd Power effects loop approach, based on my experiences thus far. If the amp tones and/or features speak to you, and your effects unit is in line with the technical considerations Jamie laid above, I would not hesitate due to any effects loop concerns.
