The technical specifications sections (Divisions 02 through 49) are a written description of the materials, products, and workmanship used to construct a building.

NBS is a UK-based system of construction specification used by architects and other building professionals to describe the materials, standards and workmanship of a construction project.
What are architectural specifications? A specification is a detailed description of the dimensions, construction, workmanship, materials etc., of work done or to be done on a project, prepared by an architect, engineer or designer, often referred to as specifiers.
