There is no obstacle aviodance sensors for active track, so i think Dji never unlock it, but there is no limitations for unlocking focus track in manual mode. This in only feature for camera/drone automatic rotation tracking the object, it's easy, it's safe.

The Dji RONINTM3D Focus System can be installed onto the camera or camera cage to assist manual lens focus. The 3D Focus System can only be used to focus on subjects in the center of the camera view.
