Yes, you can connect the Hue Lightstrip to the IKEA Gateway. I have one connected, and controlled by an IKEA motion sensor on my stairwell. Works fine. However, I did have some issues pairing the device using the motion sensor, for some reason it wouldn't want to pair. But when I paired it with an IKEA button controller it had no issues.

IKEA bulbs have an optional smooth transition build into them. It's a feature of the bulb, not HA or the IKEA gateway. HA doesn't really emulate smooth fades (that would mean sending a lot of commands) but you can configure your commands to include a "transition" property that tells the IKEA bulbs to smoothly transition over X seconds.
