Two statutes being implemented by the Federal Communications Commission (FCC) – Kari’s Law and RAY BAUM’S Act - will make it easier for callers to reach 911, and for emergency services to locate those callers. What is Kari’s Law? Kari’s Law ensures that anyone can reach a 911 call center when dialing 911 from an MLTS.
The FCC’s new rules were published in the December 6, 2019 Federal Register. In accordance with the FCC’s order implementing RAY BAUM’S Act, the initial compliance dates for the Section 506 “dispatchable location” components of RAY BAUM’S Act can be found in the following table.
On March 23, 2018, shortly after Kari's Law was enacted, the President signed the Consolidated Appropriations Act of 2018, including RAY BAUM'S Act, into law.
The RAY BAUM'S Act provided the Commission the flexibility to consider whether and how to apply dispatchable location requirements to services that provide the capability for users to make a 911 call, which includes outbound-only interconnected VoIP.
