The sector requires establishment of an effective organization and management system to deliver on the Keph as outlined in the previous chapter. The Kenya Health Policy defines the expected organization structure for health services delivery, across four tiers of care (Community, Primary Care, County Services, and National Services).
4.1 Improving access to Keph Access is a measure of the ability of a person/community to receive . It is a preavailable services- requisite to high utilization of health services as it brings services closer to the people as well as makes them cheaper.
The index is designed, in line with the sector service package, the Kenya Essential Package for Health (Keph).
The Keph introduced six-level cohort levels of health service provision, with level 1 being the Community Unit [6] and level 6 being referral hospitals.
In 94 of the state’s 120 counties, residents can choose from plans offered by both insurers; in the other 26 counties, Anthem is the only option. Are marketplace health insurance premiums increasing in Kentucky?

FRANKFORT, Ky. (Nov. 9, 2020) – Through Dec. 15, 2020, Kentuckians in 120 counties may enroll in health insurance coverage that takes effect Jan. 1, 2021. Enrollment is open on the federal Health Insurance Marketplace, with health coverage strongly encouraged as the COVID-19 pandemic continues.
The Kynect system will be used for 2022 coverage. How many insurers offer marketplace coverage in Kentucky? For 2021, the state’s exchange continues to offer individual plans from two health insurance companies (Anthem and CareSource). CareSource and Anthem both expanded their coverage areas for 2021.
