MadVR. Ctrl+j allows you to monitor decode info for dropped frames. Remember to also monitor system usage, and try not to exceed ~70% CPU/GPU usage if possible. My settings are optimized for the Nvidia 2080 Ti, Windows 10, and on my LG CX 48" 4K OLED TV with profiles for SD, 720, 1080, UHD, and above. 3D is disabled.

It is crucial to use MadVR as it not just provides powerful scalers and filtering functionality, but also fixes some errors with the default renderer (e.g. 10-bit video has incorrect pixelated chroma with the default renderer).

The refresh rate as shown in the first line in the MadVR OSD is MadVR's measurement of the video clock, measured by using the system clock. The audio "deviation" in the MadVR OSD shows how much the audio clock deviates from "perfectness", measured by the system clock.
Tone mapping is done to 400 Nits and BT.709 gamut by this test 3DLUT: You can enter this in the BT.2020 slot when switching MadVR to "convert HDR content to SDR by using an external 3DLUT".

Actually, it can, surprisingly - but only for video content. You can tell MadVR to render to 16-235 instead of 0-255. This way MadVR will make sure that black pixels get a pixel value of 16, but the GPU doesn't know about it, so the GPU can't screw image quality up for us.
