When you are logged into the local web interface, go into Configuration-> System-> User Management. Then click Add. A popup menu will appear and you can then type in the username, and password for the new account, then set the permissions you'd like the user to have. Level: Set the user level to Operator or Guest. Different user levels have different operating permission.

The most legislation requires you to include a description of the intended use in the user instructions. The international standard for user instructions, the IEC 82079-1, provides the following definition for the intended use: An exhaustive range of functions or foreseen applications defined and designed by the supplier of the product
There is one exception, however. Safety information shall still be delivered in paper form along with the product. Besides that, upon request from a consumer, a paper user manual should be made available to the consumer. He provides a printed full manual with the product, including the safety instructions.
