On all versions of Windows Server, the NetMan service, which runs as NT AUTHORITY\SYSTEM, tries to load the missing wlanhlp.dll or wlanapi.dll DLL without using a safe DLL search order. Therefore it ends up trying to load this DLL from the directories which are listed in the system’s %PATH% environement variable. That’s a great start I’d say!
