Apr 27, 2019 . The OEM should build a STED File, with enough information for the OBL. The STED Format is a model that was first initiated by the GHTF and now IMDRF. The OEM doesn’t need anymore his CE certificate. But he should still create a STED file for his OBL. The OBL will use the STED File to create a Technical File that he will submit to his Notified Body.

An OBL is a body that wishes to place a manufacturer’s previously certified MCERTS product on the market under its own name i.e., not the name of the original manufacturer. The OBL should apply for another MCERTS certificate in its own name and in so doing assumes the same responsibilities as the manufacturer, for products that bear the OBL name.

Document of title to the goods Usually an original bill of lading is released in 3 original (negotiable) and 3 or 6 non-negotiable copies. The original bill of lading can be consigned to the order of consignee, a bank or shipper. These bills of lading can be endorsed to a third party during the transit of the goods.
Therefore, it is the responsibility of the freight forwarder to hold the Master Bill of Lading as a document of title. You need not worry about submitting an Original Master BL to the Carrier as this has been taken care of.
