Okumura’s ‘Work Order’ move releases waves of gradually-stronger minions, with a couple of batches particularly infuriating. If you do not finish off all of the enemies within two turns, they’ll evacuate, which undoes all your hard work and requires you to fight a fresh set of workers from scratch.
Keep wailing on the executive and he will go down. After he falls, Okumura will have no one left to do his bidding. He has almost no health to speak of, so any attack will take him out almost instantly. Enjoy his brief confession (as well as a surprise appearance by the masked character), and then escape the palace.
Okumura can order his Shadows with a Sacrifice Order. They will wait a turn and then self-destruct to deal a lot of damage to your team, so defeat them before that happens. He can also use Famine's Breath to inflict Hunger to one target.
Send the Calling Card! Okumura is an intelligent and cautious man, so he's not someone to be trifled with. Upon sending the calling card, he'll notify the police, something none of the others had done prior. Still, it's nothing you need to worry about since you won't be bringing the police into the Metaverse with you, will you?
