To sync your Orbi router and satellites: Make sure that the router and satellites are receiving power. Press the Sync button on the router. Within two minutes, press the Sync button on each satellite. Note: The location of the Sync button and the LED varies depending on the model of your satellite.

The satellites are WPS clients, so their WPS button should not allow other clients to join the network. Since it's a client, it makes no sense that the RBS50Y would allow you to disable WPS.

I rebooted the router (keeping wps enabled) and tried the WPS scanning tool again. It was again unable to determine the correct pin. It also was unable to connect to the wifi network without the sync button being pushed. I tried various Android tools (my device is rooted) as OP suggested as well as the Linux scanner and all had the same results.

What is WPS Button on the Router? WPS stands for WiFi Protected Setup. The idea was put forward in 2006 to ensure the security of wireless connection to users who knew very little about it. The users could quickly add new devices to the network they desire with this impressive technology. It works only for wireless devices.
Almost all modern routers have WPS support. On many routers, WPS is enabled by default. Manually enabling WPS is done either through the firmware of your router, and its administration user interface, or using a WPS button.
