That specs was, as I recall, an upper hard limit on -6dB and a nominal level of about -12 to -16dB SPL A-Weighted. There are many more than that, but the rest of 'em are more or less about keeping an even quality of the material.

The "X" version is identical to the "B" version but is centered around the 130 to 174 MHz band. The current replacement for the AN/PRC-68 series of radios is now the AN/PRC-126 and AN/PRC-128 (Scope Shield) radios. The PRC-126 set covers the 30 to 88 MHz band in 25 kHz increments.
The three most important details to look for on a spec sheet are peak loudness, average loudness, and the ITU BS 1770 algorithm. These will be explained in detail below. In this case, the PBS specs are: Peak Loudness: -2dBTP (“true peak” or 2 dB below full scale).
Internally, the original 8 modules that comprised the PRC-68 have been replaced by 2 modules. Furthermore, the rf power output has been increased to a nominal 2 watts and is adjustable down to 0.5 watts.
