Effective Hydraulics and Stormwater Design emphasizes stewardship of California's water resources by providing: 1. Development and maintenance of guidance and state-of-the-practice information for departmental staff to promote uniformity and consistency in the design of roadway drainage-related features. 2. Technical assistance to designers on unique or unusual drainage design issues. 3. Liaison to industry, Federal Highway Administration (FHWA), and oth…

The following five chapters are put together with a specific task in mind - Design, ROW, Drafting, Erosion Control, and Traffic. This Manual is not intended to be a training guide or to replace the Reference Guide that comes with InRoads. What we tried to capture were items specific to Road Design procedures or topic that seem to cause confusion.

Sections of the manual can be downloaded. Click on the links below. Part I - Division of Highway Development (PDF 4.3 Mb) ; Part II - Division of Bridge Development has been superseded by the "Manual for Hydrologic and Hydraulic Design" which is generally applicable where drainage areas exceed one square mile and for all bridge openings.

Rainfall Distributions in the Southeastern U.S.Probability of design storm (design return period) not being exceeded during the ppj ( groject life (design period). As an example, if a project life was 5 years, and a storm was nott bt to be exceeded with a 90% probability, a 50 year design return period storm must be used.
Design Issues (3 to 8 inches) • This range of rains can include drainage-design storms (depending on rain intensity and site time of concentration). Most of these storms last for one to two days. Drainage design storms of these depths would last only for a few hoursonly for a few hours.
Design Guides are intended to help speed the design process, control cost, avoid errors and omissions, and get value for dollars spent. Design guides are developed in partnership with the using service and are benchmarked with similar private sector guides.
The Caltrans Office of Hydraulics and Stormwater Design is the sponsor for water pollution control and temporary construction site BMP special provisions. Any proposed new specifications or significant modifications to the following must be reviewed by the Office of Hydraulics and Stormwater Design for concurrence.
The Stormwater Design Manual is compatible with the Minimum Design Criteria (MDC) that are codified in the stormwater rules, which went into effect on Jan. 1, 2017. The Stormwater Program will periodically update the Manual to provide better guidance on meeting the stormwater rules. Chapters C-1 through C-12 were updated on November 20, 2020.
These will typically include hydrology and inflow hydraulics, soil characteristics/ infiltration rates, site-specific water quality and location, as well as the condition of the receiving waters. BMP control practices also vary by local regulation and standards. A brief review of currently available design goals and objectives is provided.
Guidance is provided for the following design parameters: pool volume, pool depth, surface area of permanent pool, minimum drainage area and pond volume, side slopes, pond configuration, outlets]
Stormwater management technology and the use of BMPs have changed considerably since their introduction in the 1960's. Many stormwater controls were initially employed for flood control, i.e., to capture peak flows, provide local drainage and manage the quantity of runoff produced during wet weather flow (WWF).
