Targus is a manufacturer of computer-related products from laptop bags to universal docking stations while DisplayLink is a chip and software company whose technology is used in many products. And a driver, to put it simply, is an invisible bridge that connects hardware and software.
Targus plans to validate this version of DisplayLink software with a minimal set of Targus Universal Docking Stations (UDS) but it should work with any Targus Universal Docking Stations models ACP7XX, DOCK310, and DOCK1XX.
It is available from Targus Driver Support and should be available from Windows Update soon after this post. Enterprise customers may also download the corporate version INF/MSI files from the associated Targus.com product pages through this portal. The devices are shown in the Control Panel\All Control Panel Items\Device Manager as:
Honestly speaking, there’s no such thing as “Targus DisplayLink driver”, but there are certain drivers designed for a Targus device (such as a docking station) that adopts the DisplayLink technology. For example, Targus Dock 190 is one of the featured products using the DisplayLink technology. How can I update my Targus DisplayLink drivers?

You MUST NOT try to install DisplayLink driver 7.9 on Windows 10 Anniversary Update and newer. Similarly you MUST NOT deploy DisplayLink_ Win7-10TH2 .msi when you are using a Redstone build.
