TdA Audits: Fiscal and performance audits are conducted to ensure program compliance. Fiscal audits are conducted annually, and include transit operator’s expense-to-revenue ratio, known as farebox recovery.
Welcome to the TdA website. In 1971, TdA legislation was passed to provide funding to counties for transit and non-transit related purposes. This legislation improves existing public transportation services through a regional transportation plan.
Known as the Transportation Development Act (TdA) of 1971, this law provides funding to be allocated to transit and non-transit related purposes that comply with regional transportation plans. TdA established two funding sources; the Local Transportation Fund (LTF), and the State Transit Assistance (STA) fund.

On April 28, 2017 Governor Brown signed Senate Bill (SB) 1 (Chapter 5, Statutes of 2017), known as the Road Repair and Accountability Act of 2017. Senate Bill 1 (SB 1) augments the base of the State Transit Assistance program essentially doubling the funding for this program.
