In many policy areas, HUD allows PHAs the flexibility to make local policy decisions, so it is important to note when a policy must be adopted as required by HUD. To ensure HUD continually provides the most up-to-date guidance on evolving program policies and procedures, the HCV Guidebook chapters will be living documents on HUD’s website.

Housing Authorities have annual contracts with HUD to operate the program. The programs primary purpose is to provide rental assistance to low-income families for affordable, decent, safe, and sanitary housing. Recipients of the assistance receive a voucher to rent homes in the private market.
Four decades later, the Housing Choice Voucher Program is now the largest low-income housing subsidy program managed by the Department of Housing and Urban Development (HUD). Research shows that vouchers reduce the rent burdens of low-income households, allow them to live in less crowded homes, and help them to avoid homelessness.
