Rack Ware House contacted Yakima and I received instructions to loosen a screw on the bottom of the rack and tuck the pad back in, then tighten the screw. The lip of the pad that holds it in the rack is so small that this suggestion does not address the issue at all. Yakima writes that their (alleged) warranty does not cover this type of defect.
